Great info Chris. As you stated tracking ends when it reaches Customs. My
question to all this is, at which point does the Seller not become
responsible any more. Since it can be proved that tracking made it to at
least Customs, then this means the package was at one point officially in
the the hands of say USPS, FedEx, UPS, ect. which are businesses who get
paid by us, for a service they offer, and that service is delivery. That
responsibility should become the Delivery Service Provider once money is
exchanged between parties. ALWAYS send delivery confirmation here in the
U.S. It's cheap to send with delivery confirmation and now you have proof it
was delivered! Even if the Provider delivered the "meteorite" to the wrong
address, is that not the fault of the Provider!? Is it fair that a Seller be
responsible at that point?
Now if sending from U.S. to International....you ALWAYS have to fill out a
Customs Declaration. You hold onto the part that the Provider stamps and
gives back to you. That is proof you paid a Provider for a service they
offer, and the package is now in their hands. So at that point the issue of
lost, stolen, or never delivered, can be proven by either Delivery
confirmation and or via the Customs Declaration Label. You would think eBay
would have this figured out and would just tell the Buyer to wait another 7
days before acting and returning money to the Buyer.

Now that we know the Provider is responsible, What are the obligations of a
Seller to a Buyer, when clearly the proof shows that the Provider was paid,
but did not do their job. I have been fortunate to not have an issue with
proving that I sent out the package via a Provider and or an eBay Buyer
trying to scam me. Can any Sellers ping in on how far to accept
responsibilty as a Seller and to what measures you would take to the Buyer.
