I have put up https://bitbucket.org/russel/sconspkgconfig as a
"strawman", along with https://bitbucket.org/russel/sconsgnuinstallutil
s for doing GNU-ish installation.

They are just "add-ons" for now, but I guess could be turned into tools
of some sort?
