Rob,

For reference, this issue is tracked here: tracked

You might find the comments relevant, and if you submit a patch the issue
number will be useful for reference.

I'm not sure about v0.97, but in the newer version, the tool should exist
somewhere like: src/engine/SCons/Tools/javac.py
