[Scons-dev] SCons Fortran support seems broken

I am returning to using SCons for Fortran code, but trying to write 
some Fortran 2008 code with coarrays, it seems that the SCons Fortran 
support is seriously broken – or is it just that I am missing the 
point…

Major issue: SCons treats file.F08 as direct input to the linker.

Major issue: gfortran tools list of files is incomplete.

I shall tinker with the gfortran tool and submit a pull request.
