[Scons-dev] Code of conduct?

At first read looks pretty complete, though perhaps a bit long. I do like
the TL;DR

Any other opinions/alternatives?
If not, a +1/-1 on floating this CC to the users mailing list?
And assuming no overwhelming opposition, adopting it.
