Sadly we cannot ignore the fact that the behaviour of bootstrap.py has
recently changed and is now broken for those who used it as a bootstrap
to use SCons from their repository checkout.

We need to revert the change or apply one of the known fixes. Currently
there is no action, just talk :-(
