I am very sorry you had to finish the year with such a problem. And BTW 
the mail to Canada frequently takes 2 weeks to arrive.
And I am happy to report that he is not an IMCA member, and I checked 
both names.

Hi all,

I must tell you all to beware - the WORST EBAYER I've encountered in
over 15 years of selling.

His name and address is

Sam Tougant
3075 Robson Drive
Coquitlam BC  V3E 2S6
Canada

His eBay name is  balogne_t   and his paypal name is  Pietro Ferraro
(how this name doesn't match his address I don't know - but he says he
shares the account with 4 others...hum)

Here's what he does, it's is simple and as far as I'm concerned is
helped by eBay's loose rules.  He'll win a specimen (in my case
multiple specimens) on eBay - pays and then waits. Within a week or so
he'll claim he never received anything, start making claims of fraud,
and eventually have the funds refunded.

If that's not bad enough he'll then give negative feedback!

The reason I know he's lying is this:

Once someone claims they need a refund from me (and the item didn't
arrive) I immediately block them from bidding again and refund them.
So, when this jerk made the first claim I  blocked him and refunded
him. Unfortunately, he'd already - in a week or so time won more
items. However, he became very upset asking why I would dare block
him. Of course, he claims nothing I sent him ever arrived - all 5
specimens sent at different times.   SURE!

Now I ask,  If I he really believed I was a fraud and not mailing his
specimens why would he be upset I blocked him?

BLOCK HIM NOW OR LEARN THE TOUGH LESSON
