Yes, I can set a Function (or any) key to bring up the Keyer window,
but I was looking for a way to use a Function key to initiate a
specific Macro in that window, without using the mouse to scroll
through the list. The "Keyboard Shortcuts" function of OS X appears
only to get you to a menu item, not a selection from a scroll list.

I suppose I could write Applescripts to select specific macros, but
in a contest you really need keystroke response times in the
tens-of-milliseconds or better, which you may not consistently get
from an Applescript.

Am I missing some easier solution?
