[DogParkList] Random TX without user input MLDX

Just to summarize for the list...

When MacLoggerDX starts up it opens the radio port - if that radio port
is connected to the radios keying circuits through a RigBlaster or a
microHAM device the DTR or RTS lines will be toggled resulting in a
short switch to transmit.

There is the possibility in a couple of cases that rigs randomly keying
up in transmit could mean that the port is being opened and closed by
MacLoggerDX - possibly because of a communications problem.

When MacLoggerDX has a problem communicating with the rig it closes the
port and then opens it to try again. This could be what is keying the
radio. Anyone experiencing the rig keying up after the port is first
opened might want to try different Delay values from 0 to 30 ms in the
Prefs Panel, if that fails enable the Debug log and send it to me.

Thanks,
