[DogParkList] MacLoggerDX Icom Drivers

Hi,

Never being one to leave well enough alone, I have re-written
the MacLoggerDX Icom drivers (again) and wonder if you
(if you have an Icom) wouldn't give it a try and let me know
if this improves the response time and/or sync problems:

This version should theoretically operate with a much lower
Command Delay value than previous ones.
