[DogParkList] MacLoggerDX Command Delay

Some radios require a delay between command bytes being sent to them or 
they cannot process the input.
This became more obvious on OS X because of it's faster (less latency) 
serial IO.

Version 1.7 and before of MacLoggerDX has a fixed inter-byte command 
delay of 33.3 ms. for some radios like the FT-1000MP, TS-50 and some of 
the Icoms.

...which has a user-selectable command delay in the preferences panel 
which is applied to any radio connected.

Some radios like the FT-1000MP seem to demand a delay of 33 ms or more.
The Kenwood TS-50 seems happy with 3-4 ms.

A higher value will work reliably but the VFO slider may appear 
sluggish.
A lower value will be more responsive but may lock up the radio or 
result in it not responding.

To find the best value for your rig, start out with the default (33) 
and slowly enter smaller numbers while testing with the VFO slider. 
When the rig stops responding, go back to the last good value.
Some rigs will actually lock-up when they stop responding and you may 
have to power them down and up again.
