[Scons-dev] Migrating issues from Tigris to GitHub

Trashing any more PR's would be bad.

So option 2 or 3...

Looking at the code, I think if I generate a map of tigris issue  -> github
issue, and then walk those providing the github issue # rather than offset
to import_to_github()..  That should work

Thoughts?
