[Scons-dev] Latex Pull request needs a little help to get done..

Glad it got in. I now see that that pull request added recursiveness to the scanner. Recently Bill had problems with the scanner reading graphics files that got included and causing problems with the python 3 conversion. I wonder if the recursive scanner is what caused those files to be read.

Pretty sure he has that under control but it would explain when we started scanning the graphics files!
