[Scons-dev] python3-port passes all test with python 2.7 on linux.. win32 has issues

Russel,

Here's you're VariantDir failure from the log you sent along. I've
highlighted the issue below.
Is gfortran properly installed on your system.
It's working on ubuntu 14.04 for me.
