[Scons-dev] New pull request for Fortran .f08 extension

I have made tested amendments to allow SCons to process .f08 extension 
files correctly, pull request posted. Hopefully this goes out with the 
next bug-fix release of SCons, since this is really a bugfix. I think 
both the issues I raised yesterday are answered by this pull request, 
but I cannot properly test the f08 tool as I do not have an f08 
command. gfortran tool is working tickety boo.

If asked I would have to say that the Fortran tooling seems to be 
woefully under tested by the tests :-( 

I also must note that on my full suite run on Fedora Rawhide I got 
lots of (expected) skips, and some (unexpected) fails:

        test/Ghostscript/GS.py
        test/Ghostscript/GSFLAGS.py
        test/QT/Tool.py
        test/QT/generated-ui.py
        test/QT/installed.py
        test/QT/up-to-date.py

I suggest this is nothing at all to do with the changes I have made. 
I'll see if I can investigate, but no promises due to other 
commitments.
