I think there is an element of needing to pander to the culture of
political correctness. Some events and communities have had bad
processes and attitudes. Those needed to impose a CoC to try and amend
the behaviour of the not so nice element. However this has now become a
tool for labelling communities good or bad. If you do not have a COC
you are clearly a bad (sexist, racist, <put-your-favourite-ist-here>,…) 
community because you do not have a CoC. Thus, there is now a need to
have a CoC to avoid the marketing pressure of the political correctness
police.
