My position tends to be that if a community has to have a code of
conduct, it is admitting it is a failed community that has a problem.
On the other hand society  at large now seems to have imposed the view
that if you don't have a code of conduct then you are an arrogant bunch
of (racists|sexists|<fill-in-your-favourite-ist>)
