[Scons-dev] Windows def files aren't accepted as SharedLibrary sources

Russel, this appears to have been introduced with your big D commit:

The test case is very simple, see the bug report.  Also, the SharedLibrary
test fails on Windows as of that rev:
  python runtest.py test/Libs/SharedLibrary.py

This shows that I should have been running the tests on Windows more
frequently before accepting patches.
