[Scons-dev] Undocumented Python 2.6 requirement boost

i actually meant "when", not "where" - I was thinking about point in
time where did that happen and couldn't find it.

The only good reason to support 2.6 is because it is still the default
in previous Debian version:
https://packages.debian.org/squeeze/python
https://www.debian.org/releases/squeeze/
