[Scons-dev] SCons Test Strategy

The CC tests in test/CC all appear to mock out the actual compiler one
way or another, basically the test is of the internal mechanism not of
the ability to actually compile and execute things. Or are those system
tests handled elsewhere and I have just been looking at the unit tests.

I ask as the D test in test/DMD is a system test, ensuring an actual
compilation can be undertaken and the resultant execution doing the
right thing.

Just looking to add stuff using the right strategy and tactics.
