[Scons-dev] Issue 2777

I will make a push request.. It will be good practice for me. I will do it in a week, to prove to myself that this fixes the problem I get randomly in 6 different product I directly deal with.

It will be a lot easier to get this in SCons than monkey patching this in Parts.

However we I have been dealing with a really annoying issue in SCons, and it seem someone else figured out what is up. The patch and cause and effect of the issue is well laid out. It would be of great value to anyone using SCons to get this fix in.

Looks good to me; has a test too. Is this actually fixing the issue for you? If so, could you use the patch to make a pull request? If you don't have time I'll see if I can get to it this weekend (making sure it doesn't have unintended consequences).

(btw I just noticed the new scons-dev list doesn't have Reply All as the default. I'll go fix that.)
