[Scons-dev] Branching/cloning policy

OK, Chris' argument has won me over – no contest always use a repository
for long-lived work. I am sure I could get by with multiple heads and
bookmarks but I haven't tried it and so don't have a feel for a good
workflow. Using a separate repository makes things easier.

I will withdraw the current pull request since it involves a named
branch, rework the diffs into a new clone of SCons mainline, see if I
can add some extra tests (ones that are meaningful not just gratuitous
ones to pass the "must have tests" test) and tidy things up so as to
make a platform for more revolutionary changes.

I am no fairly convinced that separate dmd, gdc and ldc tools (with a
common core) are actually required. Also dropping support for D version
1 and working solely with D version 2 seems not to have caused uproar.
