If it is a crime to get a plant imported  into California, then it is a crime to circumvent the law by trying to move it through another state. Furthermore anyone would be an idiot to accept a package from overseas for someone else and resend it. Let's see, it could contain drugs, kiddie porn, or any number of other illegal things, then guess what, they have become a drug smuggler. 
"Hey, can you take my suitcase though customs buddy, really, there's only some flowers inside":)
