What if (like some ocean going ships) the rocket flew/"sailed" under a flag 
of a non-taxable country. Are there any laws on the books regarding this 
type of travel?

A new venture capital business, Golden Spike, is developing plans to
commercially send wannabe astronauts to the Moon surface by the 2020's.

You could subsidize the trip by filling a couple suitcases with Moon
rocks and selling them for a premium. Then again, one can only image the
kind of mega "import" tax the government would put on that!
