It isn't a question of absolute accuracy of the clocks, but of knowing 
the time difference in two different places, which are in separate, 
non-inertial frames. In practice, it is very difficult to keep two 
clocks in absolute sync when they are located hundreds of miles apart on 
the surface of the Earth. It is a complex problem in Relativity to back 
out all the effects that introduce errors.
