Carl, Yes, regolith is a mixture of PB and native rock. I can only say, from what I've read about Lunar regolith breccia meteorites, is that they are usually composed of 10%(at most) or less of impactor material, and the remaining majority is native material from the parent body. But Dr. Korotev(or Dr. Irving, et. al.) would be the expert to ask.
