Benjamin,
The regolith (dust) on the moon is pretty think as evidenced by the depth of the moon walkers foot prints as seen in photos.  So, Tell me. Does that dust composition match the rocks on the Moon or not? Or is it a mixture of impactors and native rocks? 
That answer should hint at the truth about spectroscopy shouldn't it?
