As was known very quickly after the event, this was the decay of a Russian Soyuz 
3rd stage, from the Wednesday launch that brought a new crew to the ISS.

The amazing coincidence is, that this crew includes a Dutch astronaut: and the 
rocket decay was seen from a.o. Holland.
