Hi, List,
The "Space Ball" is a "metal-lined composite
overwrapped pressure vessel" --- you can Google
that phrase and find lots about them.
A blog in the Washington Post says we can
expect much more space junk like it to fall:

However, such tanks are widely used on Earth
(and only on Earth) for gas storage, so maybe
it didn't fall that far (like, off the back of the
truck, once emptied).
