Hi Bob:

I think it's similar to the phenomena of fluorescent minerals.  Excited 
electrons jump up an orbit, then emit a wave/particle photon of light when 
they fall back into their orbit.  Just a shot in the dark, you'd be better 
off asking Sterling Webb.
