Because the convention's text says to each individual nation:

Ratify me!  
----> Set up a national catalogue of categories of your cultural objects I
shall protect.
 ----> List the magic word "meteorites" there, et voila: they are covered by
me. 
Then. And only then, when and if these formal conditions are fulfilled.

Australia did so, Canada, South Africa, Argentina...  

Morocco, England, Germany, USA, France e.g. not.

Why? It's not a shame to have an opinion.
How should one discuss with people, who are hiding?
