Trick question-- it wouldn't.  Scientists would put a motor on one of Marses
moons, use it to knock a large asteroid out of solar orbit into Earth orbit,
capture the black hole inside the asteroid at the top of the black hole's orbit,
then use the black hole for garbage disposal.

That's how it worked in The Doomsday Effect, at least.
