The maximum cost to list any item at any price is $4.80. The real money is in selling of the item for Ebay. The fees would be almost $200,000 for Ebay and $377,000 for PayPal. Here is the fee calculator I mentioned on this same subject earlier in the week.

Just enter 13,000,000 in both the starting and final sales price. Enter 0 for shipping as he is nice enough to not charge for that and you will find the numbers I came up with above.
