There is no decay candidate for that location and time. The only decaying object 
on June 19th probably did so several hours earlier, and even if it would have 
been still in orbit it would not be near this location a this time, and at any 
rate it was a very small piece of debris too small for an event of his magnitude.

So I vote for a meteor. No reason to specifically connect it to SW3.
