As you mentioned Nininger used 34.### for Canyon Diablos. So it is probably a CD. If you could post a picture that would be most helpful.
According to the Catalog of Meteorites....ASU (1986) for Toluca he used 128 plus a letter or with the usual decimal plus a number. I guess the 128 could match with your 1-8P example. Again a photo would be most helpful. My guess is for the 1982 to be the weight of the specimen in grams.
