I wouldnt worry about making it happen quickly -these people are going to 
need help for YEARS to come likely... in the end i owuld think meximizing 
funds would win out over making it happen quickly - especially with that 
10,.5 billion$ package congress  just aproved for imemdiate relief efforts..
