Martin,
One thing you might consider doing, is to have the Ebay seller send the 
item registered and insured to someone you trust here in the USA.  Then, 
that person could send it insured and registered to you in Germany.

In my opinion, the seller is either lazy or doesn't care about safe 
delivery and service. You might have a legitimate reason to be concerned 
about the safe arrival of the specimen.
