The seller or the buyer?
One should always clear before, who will bear the risk and the mode of
shipping.
Hardly a buyer, my experience, is willing to pay the extra fees for fully
insured shipment.
Don't we have frequently the shipping-cost-rip-off-theme playing here on the
list?
In fact, I'm paying in most cases the extra costs by my own, as german post
is the most expensive on Earth and I simply couldn't compete with US-sellers
on ebay, as especially with small specimens, the bidder would be repelles by
high ship costs,
but in general I would suggest:

Sent with out xtra options:  Buyer takes the risk
Sent registered:                  Buyer get's back the offered refund by the
carrier
Sent with insurance:           Seller takes the risk. (and buyer the risk to
pay the customs).

If I buy a valuable specimen, I'd explicitely ask the seller to sent it with
insurance,
if I don't know the seller or it's from a country, wherefrom often smth get
lost, I'd ask to sent it registered,
if it's not an expensive specimen or if I'm scrooge, I let sent it without
any extra option and if it's lost, it's bad luck and I won't complain.

I also faced similar problems with USPS shipments last year. 2 parcels with
valuable Weston specimens got lost in August and October last year. The
first parcel with 20g Weston was shipped unregistered(!), the second one
registered, but uninsured. At first, the US dealer who sold the pieces did
not believe me that the meteorites did not arrive. After he did a search
query with USPS, he realized that his parcels actually got lost on its way
to Germany. The pity is, that I did prepayment by Paypal and have never
received any refund from that person. Very bad!

I can advice everybody: If you do a prepayment for meteorites, take care
that the seller uses the safest way of shipping (best FedEx or UPS) with
online tracking possibility. This seller obviously tried to safe money on
the wrong side.
