[DogParkList] Change Freq

On the FT-2000 there is a Menu 63 "FRQDISP" setting that selects  
whether the CW offset is included in the the displayed frequency when  
changing from SSB to CW.  At default, that would be a 700 Hz offset.  
This sounds like this is related to that setting.
