[DogParkList] MacDopplerPRO X v2.3 TS-2000 Driver Update

The Kenwood TS-2000 is unable to send a tone in Satellite Mode - as 
required by SO-50 and ECHO (AO-51).

The MacDopplerPRO X v2.3 TS-2000 driver therefore sets mode J-FM to 
Split mode instead of Satellite mode so that TONE can be used.

This is a bit of a trade-off in that you are not operating duplex and 
cannot hear yourself on the downlink - but without the tone - no one 
would be able to hear you on the downlink anyway :)

PL Tone 67.0 is represented as a "1" in the Tone Encode slot of the 
MacDopplerPRO X Modes Editor.

(This has been set in the release mode.dat file)
