[DogParkList] MacDopplerpRO X and OS 9

There seems to be some confusion about MacDopplerPRO X and Mac 
Operating Systems prior to OS X. The latest version of MacDopplerpRO X 
(v2.0) is a Carbon application and as such will run under fine under OS 
9 - as long as you have CarbonLib installed:
